NSA phone record grab ineffective

The NSA acquired massive phone records and internet data in the name of
anti-terrorism efforts. However recently, the 54 cited cases presented
in the last hearing were found to be inaccurate and misleading.
Only 13 of the 54 could be found with any connection to terrorist plots.
